65% of Russians feel sorry for ruining environment.
24% feel very sorry.

But anyway, even huge cities like Moscow or St. Pete (with population of several millions) do not have (yet) a stable system of recycling. There are small urban projects like charity shops Spasibo or fancy one-time dress-crossing events for hipsters but there are too many vital problems for the majority to recycle like Japanese do. Or maybe we're too lazy.

Some shops cut giving away plastic bags (or replace them with reusable/biodegradable ones). But for many Russians the ability to use something new is quite heart-warming. There are projects like Avos'ka but people who don't purchase them say 'I don't want to feel myself in Soviet times again, I want fancy things around'.
