Weird design: apartment block with "chicken legs"

This apartment block has 22 floors and 221 apartments. It's situated in St. Pete (see on Google maps). It was built in 1988.

Outside elevators

Ever thought about old being adapted to the new circumstances? I do now watching this photo because old buildings in St. Petersburg lack some useful things every new apartment house comes with now. For example, running hot water. Or elevators. But some things are possible to place outside without demolishing the whole piece: look at this elevator being placed on the side as a little fish that hangs around the whale.
